BRIEF DESCRIPTION OF JOB DUTIES:



This ES III position in the Wetland Evaluation & Delineation Section in
Tallahassee, will be conducting formal wetland delineations in
accordance with Chapter 62-340 F.A.C. Applicants for this position must
be willing to travel extensively throughout the state to fulfill
position duties. A typical month involves three weeks of travel, Monday
through Friday often with extended hours (10-14 hours per day). The
applicant must be able to tolerate harsh field conditions such as biting
insects, extreme heat, and navigation in remote areas of the state.



Duties: Delineation project management, training of government or
private sector staff in soils and hydric soil identification using NRCS
guidelines, expert witness testimony in hydric soil identification using
NRCS guidelines and wetland delineation, scheduling site inspections
with private consultants or landowners, report writing, effective
communication and mediation under stressful conditions, use of field
indicators to assess wetland hydrology and delineation of altered/buried
wetlands. This position does not involve Environmental Resource
Permitting beyond the formal wetland delineations. An applicant who is
able to identify wetland plants and/or has proficient knowledge of
Chapter 62-340, F.A.C. is desirab! le.



KNOWLEDGE, SKILLS AND ABILITIES:



1) Knowledge of terminology, principles and analytical techniques of the
physical and natural sciences. 2) Knowledge of the Department’s
regulatory programs. 3) Knowledge of natural history of Florida. 4)
Knowledge of application of Florida’s unified wetland delineation Rule
62-340 FAC. 5) Knowledge of identifying Florida wetland plants and
wetland plant communities.! 6) Knowledge of delineating wetlands
accurately and in a timely manner. 7) Ability to work independently,
plan, organize, prioritize and coordinate work assignments and set and
meet work deadlines. 8) Ability to travel extensively throughout
Florida. 9) Ability to represent the Department and provide expert
testimony at administrative and judicial hearings relating to
jurisdictional declaratory statements.10) Ability to endure physically
demanding field inspections. 11) Ability to work effectively and well
with other staff and the public. Ability ! to train district personnel
in the methodology used to delineate wetla nds. 12) Ability to develop
training materials. 13) Skill in word processing. 14) Skill in arc view.
15) Skill in power point. 16) Skill in keying out taxonomically
difficult plant species used in wetland delineation. 17) Skill in
preparing maps for reports and field inspections. 18) Skill in preparing
reports from field inspections. 19) Skill in teaching and training.
