I have been told that the line may be worn and that there is nothing to
grip ?? Any suggestions ??

My best guess, is the motor is worn out. You didn't say how old the
winch was... Is this like a winch on a 4X4? If so, isn't the cable
bolted to the drum when it's put on? Is this like a Windlass, or an
actual Winch?
What would you do if you were he?

Very unlikely it is a winch.
Very unlikely that the anchor rode is cable.


Doesn't positively say either......
