I had a childhood friend whose grandmother wore one. Frankly, she looked rather frightening with it. I am rather certain that it is a Hasidic custom and think that perhaps it was originally initiated to make their women look less attractive to the surrounding non-Jewish men - pogroms being as random and as frequent as they were in Europe. I have never seen any Sephardic Jewish women in Gibraltar, Morocco Yemen, Egypt or Istanbul with wigs.
