My headliner consists of a vinyl material glued to a thin plywood
panel fastened to the coach roof with edge battens and screws.
The vinyl is sagging and discolored and in need of replacement.
I can clean up the plywood panels and reuse them and I have a source
for the headliner material.

My question is about the adhesive. I've gotten suggestions that range
from Henry's Vinyl Tile Adhesive to 3M's 777. I'm looking for the best
product with the strongest bond, no bleed through and little
outgassing. Any suggestions?

The 3M 777 works real good but you will have to ventilate the vapors for a
few days. The stuff sticks almost anything to almost anything else. I've had
pretty good luck with it.
As for a glue that will meet all of your needs, I don't think such a thing
exists. In order for glue to dry there will always be a need for outgassing.

I'm not sure if it's 777, but 3M makes a water base contact cement that you
can order from an auto parts store. I got mine from NAPA. I mentioned this
product to Defenders where I had gotten my headliner material, and i think
they then started stocking this cement.
If you use regular contact cement, it can soften and distort the vinyl, and
the fumes are pretty bad too. The water base cement has neither problem.
I had to get-- but needed --a gallon. Not sure if there are smaller sizes.
Costs about 2 1/2 times as much, IIRC, but goes 2 times as far.

Not having a clear picture of your headliner... If you are attaching
the material to plywood, then attaching the plywood to the interior
roof, staple the material to the back of the plywood. To solve the
center sagging problem add a decorative piece to the center area. This
could be buttons, pieces of teak or some kind of wood running the
length or decorative tacks or brads. You could even install some type
of battery operated light fixture to hold it up.

If you feel especially creative you can put a little foam down for
backing then draw lines in it to mark for pleats. Fold the pleat from
one side and staple the back fold, then fold over the staples and do
it again. Use straight pieces of thin wood or cardboard to put on fold
under staples to keep it straight.
