The 3M 777 works real good but you will have to ventilate the vapors for a
few days. The stuff sticks almost anything to almost anything else. I've had
pretty good luck with it.
As for a glue that will meet all of your needs, I don't think such a thing
exists. In order for glue to dry there will always be a need for outgassing.
