It is most likely mechanical steering, Can be replaced with Teleflex type
unit. First remove the cable which is probably stuck in the outboard
steering tube. ( can be Very difficult) Look on cable for numbers which can
be crossed to length. Go to your favorite Marine supply and buy a complete
steering system. Replace everything except the steering wheel. ( the
steering wheel can also be difficult to remove)
