At night a vessel displays one all around white light.

What could it be? [1 pt]

Anchored vessel 50 meters or underway dinghy under oars or sail.

So what is the max size for the vessel?
Could itnot be under power also?
Under oars or sail

Seems like I recall 7 meters - it's the " 7/7 fisherman" rule. It could be
motor-powered but is restricted to 7 knots max speed. Over 7 knots it's
required to have powerboat lights.
