Why weren't danger buoys in the channel?

Amazing pics. Have to feel sorry for this guy, making a mistake like

there isnt enough danger bouy's in the world, to cover
all the potential dangerous sailing spots along the
california coast........

This is true. However, it's pretty obvious that this is nasty spot,
especially in the wrong conditions. I'm calling it big time pilot error
until I hear the full story.

Perhaps I'll find out first hand... going sailing today and tomorrow!!
