Default Kite Surfers and Coll Regs.

The kite is a sail beacuse it is being used catch wind and propel.

about going from one place to another. A bus transports
people from a bus stop to another bus stop for example.

A kite board just goes back and forth. It is used for play
and not for transport. A kite board is NOT covered under
the COLREGS because it is not a vessel according to the
definition.

The operator is attached to the boat and through him, the kite.
A sailboat's sails aren't attached directly to the boat either.
