Have you seen the chart? It's obvious that "several passes" would only be
required if you didn't know where you were or what you were doing. I'm
certain it's a situation you are very familiar with.

Try 2 second flashing green and 2 second flashing red at the entrance...
then lit red & green on the opposing jetties on the entrance. Then a 100
meter wide entrance!.... straight in!! Oh yeah... that needs "several
passes".... maybe he was waiting for an escort in?
