Default Mercury 9.9 Hesitates until thoroughly warmed up

If a motor is running a bit lean on the low speed it will "bog" unless
warmed-up. Try putting the choke partially on, if it runs
normally then you have a lean condition.

Good advice but that motor does not have a choke. It uses an enrichener
circuit.

It's easy enough to pull and clean the carb.
Get a factory manual if you need the help.
