Default OMC Cobra trim problem

Can I test the pump by bypassing this part - the pump has a Blue and
Green wire going to it.

Touch 12V to the blue lead the pump should activate and the drive moves
up. 12V to green should make the drive go down. That thing with the
circuit breaker might be a combo device with solenoids and breaker.
You'll figure it out.
