Default OMC Cobra trim problem

The trim on this boat will not go up or down. I've checked the power feeds and
grounds and they are fine but all I get are clicks at the part pictured below.

This looks a little different from the trim solenoids I've replaced in the past
but I'm assuming it's just a sealed unit that does the same thing.

Does anyone know the name of this part?

Do these things commonly fail? I'm having a hard time finding the part on the
internet.

Can I test the pump by bypassing this part - the pump has a Blue and Green wire
going to it.
