That may be due to corruption, but I suspect most of the problems with airline maintenance stem from inability to interpret the regulations. Large scale stupidity, in other words. Here's another example. This will make your coffee go rancid - dummies unable to see that an owner can turn down business for any reason he sees fit. How did this case get as far as it did? How many people completely misunderstood the law?
