Hillsborough County (Tampa) has been known for that **** for years and
years. Had a friend one time that was at the State Fair, and as
admitted was drinking. The bathrooms had lines going out the door down
the sidewalk. He thought he'd sneak behind a tent and pee. He did so,
two Hillsborough County cops saw him go in between the tents, watched
and waited, and then just grabbed him, and beat the living **** out of
him before taking him to jail. I saw him the next day after his wife
got him out of jail. They worked him over good.

There's no shortage of dirty cops, but at least they are subject to the
criminal justice system. The Blackwater thugs in IRaq have not been.

Back in the late 1970s, a radio station in Long Island used to air these
home-cooked "public service" commercials to poke fun (or worse) at public
officials and agencies. One used a really oafish sounding voice saying "Are
you big, strong and stupid? The Nassau County Police Department wants you.
Come to our job fair....", and finished with the actual direct phone number
of the PD's personnel office. The message could've been applicable anywhere
in the country. I know a few smart cops, but the morons are the ones who
stand out, like the one who completely bungled a burglary investigation here
two summers ago. After 5 minutes of talking to this thing in a uniform, it
was obvious that the bricks lining my flower bed were trying hard not to
laugh at him.
