states around the Great Lakes are discussing ways to deal with the
possibility of ships from certain countries filling up with water and
hauling it home.

Different issue. I'm talking about water being illegally exported for use as
drinking water. It doesn't seem like it could have much of an impact on such
big lakes, but apparently, it's true. I'll see if I can wade through my 83

There's no evidence to suggest that the droughts were man caused, but man's farming
practices surely increased the severity of the dust storms.
