No doubt - the best approach to energy independence is to force
efficiency.


Force? What country do you live in?


Of course it would be hard to get that monster SUV up to 30 MPG, so in
that case a very hefty gas guzzler/surtax should kick in. It should be
annual and high enough that most people will not want to pay it.

If you can afford to drive it, you should have the right to drive it - but
you should have to pay for the privilege!


Huh? Owners of cars, SUV's, PU's, trucks, RV's,
boats........etc...........already pay for their right to own and drive
them. If the owners cannot afford to operate them they are garaged, stored
until they can or............run! The choice is theirs, at least at the
present time in the United States.
