Yeah, use the flouro's in place of the incandescent.

The ordinary incandescent bulbs put out the 'wrong' light spectrum
needed
for healthy plants. (it's not just a matter of wattage)

Plants in the 'growing stage' use more of a blue spectrum, which
flouro's
put out far more than incandescents.

Flowering can be done, with flouro's, but don't expect huge yields.

Hang the fitting (two fittings would be better) roughly 2-4 inches
from
the
top
