No, it's not illegal. For the county tax to be required, the vehicle, boat,
etc. must be kept in the county. The boat is registered and kept in
Maryland, so I'm in good shape.

If I moved it's home port to the county, then I'd have to pay any sales tax
differential (if any), register it in Virginia, and pay the county property
tax.
