I would say they have...as evidenced by the selection of John Negroponte to
serve as US Director of National Intelligence.

He has plenty of experience in destabilizing non-US-friendly governments in
South America...which might be needed once again with Daniel Ortega's
Sandinistas making a comeback. ;-)
