insurgents to be 10% or less of the insurgency.

The number of foreign terrorists isn't what is being discussed here. We're
talking about who is doing most of the killing.

I repeated the opinion of the Bush administration, US military leaders, and
Iraq's government that the majority of the indiscriminate bombings and
killings over there are being conducted by terrorists...most of whom are
foreign-born.

We're not arguing about how many members of the resistance movement are
foreign born. We're arguing about *who* is doing most of the indiscriminate

I have read that most of the *suicide* bombings are foreign born, but I
haven't read that most of the indiscriminate bombers are foreign.
