It was a bi-partisan commission. The info about Atta and Clinton was most likely omitted to accommodate omissions about Bush. Remember one of the main premises for freedom in the USA is that you are innocent until proven guilty. In that regard, Atta had done nothing in 2000, so he could not be arrested. Clinton lawyers were right, otherwise we end up with Nazi rule and the Gestapo making people disappear in the middle of the night. That's why NOBBY posts his clownishly fascist statements and his pre-kindergarten economic theories, to discredit those he appears to be siding with. 2ndly, statements like "would you prefer to protect the rights of a non-American" is basically a nicer sounding way of saying "You really should understand, that torture is good when *we* do it, that it's morally OK to kill furriners, and you only have the rights that the gov't lets you have."
