It is closed cell, only the exposed "broken" cells will hold any water. I guarantee that the water will eventually penetrate deeper than that. I did some renovations on my 20 yr old boat last year, and found that in some spots, water penetrated 2-3 inches into the "closed cell" foam. You can paint it with just about any latex if you want to. Outdoor latex should work, but I used a sealant designed to be applied to concrete basement walls to treat some areas of foam which I had to trim. Dan -- I am not part of the problem.
