How to raise rpm in neutral ?

I bought this boat with Force 120 outboard with maybe called Commander
3000 shifter. Could someone tell me how to raise engine rpm in
neutral ?
I've seen shifters with a button at the center. Hold the button in
and then move the shift/throttle lever. This will open the throttle
without putting the motor in gear.
The other kind that I've seen has a separate lever that lifts up to
open the throttle. It has a lockout so that you can't put the motor
in gear while the throttle is above idle.
