sliding down jagged rip-rap rocks could certainly rip a properly fitted
and fastened life vest from a person, allowing it to "go floating
away".

The portion I remember was constructed of blocks and mortar. Perhaps that's
changed. Rip rap would provide a decent surface for footing, whereas the other
would be easy to slide on.

But, as a cretin, my memory may be shoddy. Sometimes my hypothyroidism manifests
itself with a memory lapse. It has definitely stunted my growth.
