True, but, regardless, there are such laws. And he can't tell me that the harbors are just abandoning boats against state laws and statutes. Where are they abandoning the boat? They are putting it in temporary storage, and since they now own the boat, they can let all the salvagers they want at the boat. I've contacted them to ask, giving them your exact post saying that they beach the boats and let salvagers have at them.
