You might want to see who has said that - those who believe it to be true
are storied, varied, and have credentials from places such as the Holy See,
Clausewitz's seminal work on the matter, and many more.

Oh, and war can be waged politically. Witness Reagan's success in bringing
down the former USSR, over which we waged a nearly 50 year "cold war" -
without firing a single shot.
