Put into gear = Engine shuts down?

First, verify good compression and spark. Next, increase the idle. Idle
should be 600 to 800 in gear in the water. After this, rebuild the carbs.

I got some weird problem with my 1999 Mercury 20HP, sometimes when I gets
the engine started but as soon as I put it in gear it dies. Any idea?
