You can't be serious (I hope). That sounds like a theory that Rush
Limbaugh would propose.

The "scheme" is the northern tax and spend government programs that
have made their taxes unbearable and welfare policies that made their
cities combat zones while the unions were sucking the lifeblood out of
the children's future with unrealistic pension benefit packages.
