If memory serves, the mother of Gonzalez left Cuba with her boyfriend
and Elian, leaving behind the boy's natural father. The mother drowned
while crossing in a small boat to the USA. The father wanted his son
back. Two levels of U.S. courts ruled that under the law, U.S. and
International, Elian had to be returned to his father. The boy's U.S.
relatives tried to prevent that. The U.S. government intervened, took
the boy back and returned him to his father in Cuba. Elian today is a
graduate engineer.
