Default GM 3.0 4 cylinder won't idle cold or hot.

I give it quarter throttle starts up , but if I try to idle it's starts sputtering and dies. It's real tough to pull a skier when you can't let the RPM drop below 1300 RPM.

Sounds like idle jets are plugged in the carb.
