There was never a trust fund from the time that FDR gave the
government access to the surplus to pay for his war and LBJ put the
last nail in the legend's coffin when he put the SS surplus on budget,
allowing them to use it to defray the deficit and hide the cost of his
war. The trick lasted almost a year before they were in the red
