Every time it rains, the storm water overwhelms the treatment facility and black water goes into recreational waters. This happens all over the US. That's why the boater laws are mostly a joke. You can see the evidence when public beaches get closed for high levels of e-coli bacteria. It happens all the time. That is mostly an east coast thing. I think San Francisco is the only city on the west coast that combines the storm sewer and sanitary sewer systems. They build huge holding system under the Great Highway years ago, and o help alleviate the problems. |
