I actually think the real interest is in looking for how much the CBI was intermingled with the State department. Were contributions from foreign governments quid pro quo for concessions from state or vice versa? Perhaps BILL is the "citizen" who was making deal with foreign governments and he was doing it secretly, not in a stupid open letter.
