Default Private mooring etiquette?

In the San Juans, when the guide books say "private mooring", does that mean you can hang
on one unless asked to vacate or is it a "keep off"? In the Catalinas, a few years back,
it was often "up for grabs" with the winner being the one that acted like they owned it.

Private mooring means someone other than the government has paid to put it
there. This is usually so they can use it to tie their own, or perhaps a
friend's boat up to, and is a really practical use for such private
moorings.

You might be able to rent one from someone before you go...
