You see that in San Francisco Bay also. Lots of sail racing near the
Golden Gate Bridge and is in the VTS area.

It obviously was congested but that video was shot with a very long
telephoto lens which tends to compress distances quite a lot.

The large amount of money wasn't the fines or the demasting it
was the cost of the prosecution.
