Cuba is a country that has been ruled by a repressive Communist
dictatorship for decades. Its state security forces arrest and imprison thousands of Cubans for real, imaginary, and made-up crimes, the latter two categories being more than a little "political." According to the International Center for Prison Studies, Cuba's incarceration rate in 2006-2009 was 531 for each 100,000 residents. In the United States, a bastion of democracy, the incarceration rate for the same time period was 751 for each 100,000 residents. |

The United States, even without the comparison to Cuba, is way way up there on the list of incarcerated per thousand, and in comparison to most Western nations that long ago outlawed capital punishment. On the other end of the spectrum you have African and Middle Eastern nations for the most part. Lets find out what they do in lieu of incarceration.
