I belive that VAT will not affect the 'poor', IOW those who don't pay
taxes now. They will initially pay the tax, and then be able to get a
credit for it on their 'income tax'. That distributes wealth and helps
out the 'poor'. They'll be able to afford that 60" HDTV set.
