winch goes out, haul down a couple of fenders on it (I believe many use
small floats to mark where the anchor sits), then tie them off at the
anchor. If it's a matter of weight that's the problem, the buoyancy of the
floats would help you retrieve the anchor.

the fender and raise the anchor as you would if you just raised the anchor.
The difference is you divide the effort into two easier tasks.

At the anchor.. otherwise it would be difficult to have the line run without
chafe.

Do they make underwater blocks? I suppose it would only need to resist the
corrosive effects of sea water for a few days, so it seems like a good
stainless would work fine.

I think her idea is great but it's a little hard to visualize. Perhaps she
could draw a diagram and post a link to it.

Here you go... obviously this is not to scale, but I think you'll get the
idea. More than one fender could be lowered, and in the drawing, the anchor
marker is already on board.

All you have to do is to have the marker attached to a line that already
goes through a block at the anchor. You could even leave it as a light line,
then if there's a problem, tie a heavier line to the lighter line and pull
it through to the point where you could attach a fender.

Another option (not sure if it's really workable) would be to have a CO2
cartridge ready at the anchor... you pull the float line, and pop! My
inflatable vest claims 36 lbs. of lift... something like that..., but I
still think the multiple fender option would work better.
