Ronald Reagan did not spend one dollar that Congress did not allocate. And was a Democrat controlled congress that got a Federal court ruling that the Executive branch had to spend every dollar Congress allocated to spend. Before Nixon, the President and Executive branch controlled some of the overspending by just not spending the money. |
