I have unlimited minutes, but every once in a while I can't get on their network. It's pretty seamless. I pay for an account, so I can dial non-skype numbers. I used to have a Skype number, but no one ever called on anything but the land-line or cell number, so it was just a waste of money. Skype is a free app... I can't imagine Apple would care, since they don't for the phone. The iPad has speakers and a microphone, so I think it would have all the hardware required.
