We have groups who schedule clean up days for the waterways, and get out
there with a few hundred people armed with trashbags and picker-uppers
who grab whatever trash is on the banks or in a couple of inches of
water, fill the bags and take them to locations where trash trucks are
waiting. The bags and the picker-uppers cost $$$. Usually, local trash
companies donate use of their trucks and drivers for the day.

$4000 buys a lot of trashbags.

Yep, convincing a few people not to treat our waterways like toilets and
garbage cans is a LOT cheaper that cleaning a mess left by those same
people..
