Or did you intentionally leave out the word "career" when referring to "Senior Executives"? Your paranoid delusions aside, that memo does exactly the opposite of what you imply. The Office of Personnel Management is an independent agency, set up by statute to ensure the civil service remains free of political influence. That memo continues that process. Right! -- John H |
