Gas Gauges not reading accurately

Hi , I have a 1998 30 foot Cruisers , The gas gauge only reads half full after I fill the tank . This boat has 2 tanks and 2 gauges and only the one gauge is reading correctly .I have cleaned the contacts on the tanks and switched the gauges and I still have the problem ??
