No, Univ. of Kansas didn't have a Rugby Team in 1964, in 1964 there was a group of students who belonged to a "club" to play rugby. NCAA teams do not play against non NCAA teams. Anyone can start a "club" in fact the Univ of Kansas has basketball clubs, baseball clubs soccer clubs etc., but if you play on the Basketball club, it doesn't mean you play basketball for the Univ. of Kansas.
