So if you take actual body counts(how else do you want to judge this??), I do feel the Democrats take the award on American lives lost in battles they started. Massive Social Entitlement programs started by Roosevelt(Social Security) and Johnson(Medicare, Great Society and a host of other programs) that led to massive deficit spending that noone has the guts to resolve and will sink USA as a nation even after the current economic cycle turns up, as they always do. Many feel the entitlement nation started by Roosevelt and piled on by Johnson, started deficit spending and drove it into overdirve. While military spending can and has been adjusted over time these entitlements only go one way..UP and noone will ever kill them. It was a genie that should never have been let out of the bottle.
