If the alarm did not sound with the ignition on and engine stopped, you would never know if the alarm was working or not. Hearing it is a test of the alarm circuit. It is arguably a bad idea to have to leave the ignition on (with the engine not running) to use accessories. In some cases it can be hard on some things like electronic ignitions. If you had a starter switch with an accessory position, you could use that and wire the stuff like radios and sounders on the accessory position. Not having that, it sort of looks like your choices would to either put a switch in the alarm circuit to silence the alarm (not really a good idea) or upgrade yourself to a starter switch with an accessory position.
