The US Coast Guard can board any boat any time for whatever reason they wish to. I have been stopped and boarded inside the San Francisco bay, and my boat (power) does not have the range to make it outside of US waters. In my case, they just came aboard, checked my registration papers and peeked into the cabin. Very polite and courteous and I was on my way again in just a few minutes.
