Default color-coded deck caps?

My question is *WHY*?

No one puts or sucks anything into/from our boat but under my direct
supervision. I know exactly what caps hide what, and the plates are
marked indelibly for any who can read English.

Stainless caps last pretty much forever. Plastic, in a word, doesn't.
(I had to cut out an old one far younger than our fuel and water
plates.)
