No, it is in active use - all deep-sea ships and many coastwise
commercial vessels should be equipped to transmit and receive AIS
data.

Many recreational chart plotters or charting programs (Raymarine C80,
for example) will display data transmitted by ships (but you need a
separate AIS receiver to get the data, and convert it to the format
that the plotter understands.)
